Climate Change Bill [HL]

I have noted that the wording has been changed from that which was considered previously, but I am still puzzled. I had thought that this was now partly covered by paragraph 5(4), but in the light of what has been said I am not entirely clear what is the intention of the wording: "““The regulations may not provide for allowances to be allocated in return for consideration””." Does that not cover auctioning? I am not clear. The Minister may say that it is not the regulations that will provide for it and that it will be dealt with in the Finance Bill. All I am saying is that where we have a clear recommendation from the Joint Committee and a change is made, it is useful to have a clear explanation from the Minister about what change has been made and why, so that people reading the original report and looking at the Bill again can see where we are.
