Climate Change Bill [HL]

I want to ask the Minister a specific question, so perhaps I can ask that straight away and he can answer it. How is it going to work in two-tier areas, where the county council pays the waste disposal charges and the district council as the waste collection authority—if there are additional expenses in running the scheme, which there clearly will be—will have to pay?
