I perfectly understand what the Minister has said. I shall think about that a bit more clearly. I certainly accept that government Amendment No. 101 and the groups we are coming to are a significant step in the right direction. We will discuss them when we reach them and I think that we will want to reflect on them. On that basis, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
