Animals Act 1971 (Amendment) Bill
The size of the premium reflects the risk. The risk is not necessarily in the number of claims but in their size. The insurance company essentially needs to gets its money back and that is why the breadth of the liability, not the number of cases or claims, causes the premium to go up.
