My Lords, I am grateful to my noble and learned friend, who put the point much better than I did. I do not think that the Minister’s response has addressed all my points. I should be most grateful if she would consider them after today; as indeed I will consider her response. In view of the time taken so far, I will not press the amendment this evening, but I reserve the right to return to it at Third Reading. In the mean time, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
