moved Amendment No. 83: 83: Clause 62, page 29, line 13, leave out paragraphs (c) and (d) and insert— ““(c) the amount of the penalty, (d) how liability for the penalty may be discharged and the effect of discharge, and (e) rights to make representations and objections and rights of appeal.”” On Question, amendment agreed to.
