Child Maintenance and Other Payments Bill
The Minister is being generous, and I am happy to make this my last intervention. If the Minister accepts that the relationship is more distant for Ministers than the one that went before, is he not also saying that Ministers are taking less responsibility? If that is the case—as it must be, logically—is he not distancing himself from failure, as Lord McKenzie said?
