Climate Change Bill [Lords]
I am grateful to the Minister for giving way. He has just said that there is general agreement that the benefits exceed the costs. How come his own final impact assessment of the measures that the House is considering concludes that at best the benefits could exceed the costs by £52 billion, but at worst the costs of what he is proposing to the House today could exceed the benefits by £95 billion?
