Climate Change Bill [Lords]
The time to act is now, but is the Minister aware that in the transport sector there are increasing emissions from road transport, and particularly from aviation, the emissions of which were 9 per cent. up last year? When I put that point to the Secretary of State for Transport, her answer was that the transport sector is allowed to grow and the cuts will have to come from elsewhere. Is that the Minister's Department's view—that transport emissions should be allowed to grow while the others make up the difference?
