Climate Change Bill [Lords]
What would happen if the independent Committee on Climate Change—we always seem to refer to it as independent—comes back with a target that is higher? We are faced with a number of choices in the near future, not least the possibility that if a global framework is agreed the EU will increase its own interim targets to 30 per cent. Do the Government have a plan B to deal with those potential changes?
