Climate Change Bill [Lords]
If hon. Members will bear with me, I think that they will welcome what I am about to say. We recognise the strength of feeling on the issue, and have decided to accept the main thrust of the amendment made in the other place that sets a deadline of five years either to include international aviation and shipping emissions in our targets or to report to both Houses on why that has not been done.
