Will the hon. Gentleman take this opportunity to apologise to the many civil servants who faithfully give of their lives and their careers in the service of what we are discussing today, who are in DEFRA and who have worked tremendously hard to bring about the Bill? The hon. Gentleman's remarks about the Department as piddling are beneath him.
