Climate Change Bill [Lords]

Au contraire. I do not want to put words in the mouths of civil servants, but I suspect that if I worked in DEFRA, I would want people batting for the Department, demanding a bigger, stronger role for it. I think the people who put the Bill together want it enacted and enforced, and if it is enforced by the Prime Minister, they will sleep happily in their beds at night.
