Climate Change Bill [Lords]
Does my right hon. Friend agree that trading is the mechanism by which the rich countries can ensure that the poorer countries can grow in a more environmentally friendly way? It is a debt that we owe them because we caused the problem in the first place; we have grown rich on the pollution that we caused.
