European Union (Amendment) Bill
My Lords, I prefer not to withdraw the amendment. It is quite apparent that it has served more than one constructive purpose, the last of which was spoken to by the Leader of the House. It is also apparent that we have no idea which way we are going. In those circumstances, it is not prudent or sensible to ratify or to assert that it is right to ratify the treaty. The amendment was also constructive in that it gave my noble friend Lord Waddington a chance to pick up one of its crucial aspects and the justification for it, which I put to the House: would noble Lords give pride of precedence to the interests of the people and not to the interests of government? My noble friend Lord Hunt of Wirral also made an encouraging contribution, which helped the validity of this exercise. The fundamental reason why I seek the opinion of the House—in doing so, I thank all noble Lords who have spoken both for and against—is that I believe that it is fundamentally wrong to assert ratification of something that has to be worked out when one has not the slightest idea how it will be done. For those reasons, I seek the opinion of the House. On Question, Whether the said amendment (No. 1) shall be agreed to? Their Lordships divided: Contents, 112; Not-Contents, 234.
