I thank the Minister for reminding me of that clause, which I was aware of, and I will take it into account when considering the role of the Secretary of State in the round. For today, there is no point in pursuing matters further and I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. Clause 58, as amended, agreed to.
