Pensions Bill

I shall not take up much of the Committee’s time, but perhaps I may say that the Minister’s response was really a bit silly. Trouble has been taken to write guidance into the legislation—not all NDPB legislation has guidance written into statute—but this is going to proceed on the basis of meetings that officials will attend. It will not even be a matter of the Secretary of State giving the guidance. Officials and possibly junior Ministers sitting together will somehow constitute guidance. The drafting is about as silly as the Minister’s response. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn. [Amendments Nos. 113K and 113L not moved.] Clause 71 agreed to.
