My Lords, manifesto or not, it was not right. We can all learn from examples of restructuring. It is important that we learn from those examples in taking forward these matters. As regards how the work undertaken in Norfolk impacts on the consultation, the specific answer is that we are consulting on the principal directions. We will not take a view until the consultation is over. Clearly, that would not come in time for dealing with the provisions of the Bill. It would fall to further primary legislation if it were decided to make a change in the form of elections.
