Along, I am sure, with the rest of the House, I am extremely grateful to the noble Lord for that extraordinarily full and interesting explanation. I learnt a great deal and I am sure that the whole of his speech will need to be carefully considered. I thank the Minister and I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
