My Lords, I shall revert to the Prison Service when I speak to my amendment later. I had intended to refer to a prisoner named John, who, as a result of having been diagnosed and taught as a dyslexic, was able to say that he had learnt more in eight weeks than in the previous 41 years of his life. This provision is for people who miss diagnosis. I also remind your Lordships that the world now is very different from even 10 years ago, including the speed of change in the skills needed to prosper. Old jobs are becoming obsolete and new jobs arising almost by the month as a result of technological development. The amendment offers a way in which the mistakes that people have made in not taking their education when they are young can be turned into an advantage, because they will be able to pick up again with learning that will be contemporary with, rather than prior to, the need.
