Proceeding contribution from Lord Wallace of Saltaire (Liberal Democrat) in the House of Lords on Thursday, 20 November 2008. It occurred during Debate on Railways.

Railways

My Lords, I entirely agree with my noble friend. We support the principle of a high-speed line, but the planning system in this country, even after the Planning Bill has been enacted, means that it will take some time to get under way. The plans are all there, but we need investment in upgrading the east coast main line, which could be well under way within two or three years.
