Heathrow (Third Runway)
This is an important matter. The Government's target is to keep aviation emissions in 2050 at the same level as they were in 2005. Does the Secretary of State accept that if that target is realised, the rest of industry will have to make cuts of 89 per cent. in order to meet the Government's overall 80 per cent. target?
