My Lords, I assure the noble Lord that the prisoner is still detained at Guantanamo. He has exercised his rights to appeal to the federal system, which is probably why the confusion has arisen. We are pressing strongly for his return to the UK. We were able to make a consular visit to him last year. The broader issues of detention, habeas corpus and the rule of law arise. It is a global problem, and it is why we all commend what President Obama has done to begin the process of putting the US back in the vanguard of those countries which fight for the right of habeas corpus and the rule of law around the world.
