Amendment 11 11: Clause 3, page 3, line 5, at end insert— ““( ) The Secretary of State must ensure each of the bodies listed in section 2(2) reviews and consults with their local authority, on an annual basis, regarding the adequacy of local arrangements for ensuring their accountability to the local community through democratically elected councillors.””
