I am always very happy to have enlightenment on these matters. I am happy to withdraw the amendment, but perhaps the Minister can let us have whatever he is looking at in good time so that we can come back to this matter on Report, if we think that that is required. I shall wait for illumination and, for today, beg leave to withdraw the amendment. Amendment 33 withdrawn. Clause 23 agreed.
