Local Democracy, Economic Development and Construction Bill [HL]

I do not find the Minister’s answers entirely satisfactory. He used the word "permissive". I felt that the provision in the Bill is too permissive in allowing the payer, the payee or somebody else to issue a notice. Of course, I will look at Hansard carefully to see what the Minister has said, but I did not hear an explanation as to why construction should be different from every other industry and profession, where bills are sent out by the person who has done the work or supplied the goods. That simplicity seems to be lacking in the Government’s scheme. However, as I say, I must look at Hansard carefully. In the mean time, I beg leave to withdraw the amendment. Amendment 205A withdrawn. Clause 136 agreed. Amendment 206 had been withdrawn from the Marshalled List.
