Constitutional Renewal

My Lords, I am grateful to the noble Lord. On his point about breaching trust with the electorate and unscrupulous behaviour, does not promising a referendum on a treaty and then reneging on that leads to exactly the kind of problem he is describing, a promise made by his own party as well as the Benches opposite?
