Pembrokeshire (Royal Mail Database)
I am following the Minister's argument. However, surely the crucial difference with his example is that Wolverhampton still exists. The county of Dyfed does not exist in a meaningful sense at all and therefore it is entirely unhelpful to have it on the Royal Mail database.
