Welfare Reform Bill

I apologise to the Committee for my late arrival; I am swapping between Chambers today. I support the amendment. The wording of the noble Lord, Lord Skelmersdale, really encompasses some of the core problems that we have been trying to address throughout the Bill, particularly on people with mental health problems. It is a mechanism that would enable us to tackle this in a way that would reassure many of us that the problem is being taken seriously. The rest has been said eloquently by others.
