Welfare Reform Bill
I should like to interrupt the noble Lord on that point. Schedule 3 says that an approved person would be permitted to take a sample of urine, but "approved person" means, ""a person having the necessary qualifications or experience who is approved by the Secretary of State for the purposes of this paragraph"." The status of that person is not clear at all.
