Identity Cards

The hon. Gentleman is very generous in giving way. But there we have it, do we not? The hon. Member for Lancaster and Wyre (Mr. Wallace) has identified the only difference between the passport register and the national identity register: the passport register is kept up to date when people change address. Is that the Opposition's objection? The hon. Member for Epsom and Ewell (Chris Grayling) has not produced another difference between a list of passport numbers—people who have passports—and a national identity register. They are identical, except on that one point.
