I am grateful for that explanation. I am sorry if the noble Baroness did not know that this was coming. I see that she is nodding to indicate that she did know. In other words, she expects the power to be used rarely and cannot think of any qualifications to which it will apply at the moment. With that I am content. Clause 135 agreed.
