My Lords, I thank the Minister for her reply. Certainly the opinion of the Delegated Powers and Regulatory Reform Committee is very important in these matters, and all the consultations which the Minister has been at great pains to explain give me a certain amount of reassurance, but this is a bit technical so I will carefully read the Minister’s reply in Hansard before deciding whether to press her further on the matter. In the mean time, I beg leave to withdraw the amendment. Amendment 278A withdrawn. Clause 188 agreed. Clauses 189 and 190 agreed.
