Might I come back briefly on that point and ask the noble Baroness a question? New Section 56E(2)(b) refers to a situation in which the, ""governing body have failed to discharge any duty imposed on them by or for the purposes of any Act"." Where is the sense of proportion in that? Is intervention not triggered by any failure, however minor? Myriad Acts apply to the governing bodies of schools.
