I have found the department to be very helpful whereas the impression that has been conveyed today is that people are driven from pillar to post. That has not been my experience. On the other hand, the issue should be clarified. In that respect, the point raised by the noble Lord, Lord Thomas, is meritorious. Is it not possible to address this point in the guidance? Clarification is important because I am sure that this House would not wish to arrive at a position where there was any uncertainty. People who telephone the department are entitled to a reply. The noble Lord, Lord Thomas, has made a very good point. People seeking information and advice should address a particular point in the department and should not be driven from pillar to post. Although I do not think that that has happened, it should be avoided.
