The right hon. Gentleman sits in a Cabinet that approved a brutal cut of almost £1 billion to the higher education budget in England, meaning that many thousands of Welsh students who are hoping to study at English universities later this year will be told that they do not have a place. Indeed, they will probably go on the youth unemployment roll, so has does that benefit young people in Wales?
