My Lords, I think we will have to see what happens. I really do think that if consumers end up without very clear advice on what to do, we will end up with a lot of unhappiness and a lot of mess, so I urge the Government to ensure that, whichever way they do this, the consumer who finds that something is or might be going on that they want to prevent can prevent it in a way that leaves them certain that they have done the right thing and that they will no longer be at risk.
