My Lords, it would be an interesting debate to look holistically at what is in the interests of citizens overall. Should we reward creative rights in industry? I believe that we should and that that is in the interests of citizens overall. Is this flying in the face of justice, natural or otherwise? No, it is not because it is—as the House has agreed—a very gradual process which does not even introduce technical measures until we have had a year to assess the process and we decide that it is necessary to use them at all. If we get to the point where those sanctions are introduced, there is a First-tier Tribunal, which is a judicial process. We believe that is better than dragging people in front of the courts. I again remind noble Lords that nobody gets there unless they really are serial infringers. We have tried to respond to a number of very important and constructive comments that were made during debates on these issues. We have submitted a range of amendments that I believe have in many cases met genuine concerns, although they may not please everybody. Amendment 51 agreed. Amendment 52 Moved by
