Flood and Water Management Bill
My Lords, I am not surprised that the noble Lord has brought the issue up and nor will he be surprised that I have thought seriously about the points that he has made, because I have a great deal of sympathy with the intent behind this amendment. The best that I can do for him—and I hope that he will appreciate it—is to make this important commitment. We will not bring this provision into force until guidance can be issued alongside the commencement of the sustainable development duty. I hope that that commitment meets the noble Earl’s objectives.
