I, too, thank the Minister for his detailed response to the amendments, and indeed it does reflect the importance of Schedule 3. This is something of a leap in the dark, and indeed I think that the Minister admitted that there is not as much financial information available as perhaps he would have liked, but at least local authorities know that the Government have made a clear commitment to ensure that they are fully funded for this project. That, I would imagine, is a reassurance for them. It is also a matter of some reassurance to us that the Bill is going to provide for a review process of this part, including future proofing and so on. It would be fortuitous if the Government had got this part absolutely right in every respect first time, so there needs to be a way of learning from experience. However, as the noble Baroness, Lady Young of Old Scone, said, bringing this in through the Bill marks a significant step forward. I am happy that the Government have done so and, again, I thank the Minister for his thorough reply to the points made by many noble Lords. I beg leave to withdraw the amendment.
