Flood and Water Management Bill

I thank the Minister for covering as much as he could, although a great many other points came up. I am grateful to all those who have participated in the debate. My noble friend Lord Dixon-Smith and my noble kinsman Lord Cameron mentioned that we hope that, in trying to mitigate climate change, many more small run-off reservoirs are provided. Quite a few complications will arise for them out of this legislation. I do not think that there should never be any change to the criteria on size. The point that I made earlier was that this sufficiently large change should be subject to full parliamentary scrutiny, rather as we are doing at the moment in modifying the 1975 Act by this legislation. I was trying to make that point to the noble Lord, Lord Greaves, who worries that we do not try to alter some bits of secondary legislation. If we really feel strongly about it, we do not put into place the power of secondary legislation. It is left as a matter for primary legislation. If we had further stages, we would probably want to return to quite a few of these issues, but in the mean time I beg leave to withdraw the amendment. Amendment 82 withdrawn.
