The noble Lord is quite right that procurement savings form part of our strategy. However, we have not said that the rest of the savings will come from jobs. I have given the noble Lord one way in which efficiency savings can be made by reducing the costs of the same output. That is the definition of efficiency. If the noble Lord thinks about it, he will see that there are many ways in which the costs of production can be reduced without cutting jobs. It is not our aim simply to cut jobs. I also say to the noble Lord that, when we talk about the impact of the tax on jobs, the unemployment will be in the productive sector. There is a big difference between creating new jobs in the productive sector and protecting jobs in the unproductive public sector. That is why it is extremely important.
