Proceeding contribution from Lord Lloyd of Berwick (Crossbench) in the House of Lords on Wednesday, 6 October 2010. It occurred during Committee of the Whole House (HL) and Debate on bill on Terrorist Asset-Freezing etc. Bill [HL].
