My hon. Friend is right. That is why I am so disappointed that the hon. Member for Hayes and Harlington made it abundantly clear from the outset that he did not want to take interventions. He has left the impression—rightly or wrongly—that he was trying to portray a small change in the law to clear up a small anomaly, and that no one could argue with that because it was all common sense.
