Perhaps the noble Lord will allow me to quote from the Strategic Review of Health Inequalities in England post-2010—the Marmot report, which states: "““In England, people living in the poorest neighbourhoods, will, on average, die seven years earlier than people living in the richest neighbourhoods””." The report then refers to the graph in Figure 1, and continues: "““Even more disturbing, the average difference in disability-free life expectancy is 17 years … So, people in poorer areas not only die sooner, but they will also spend more of their shorter lives with a disability””." The report goes on to state that even excluding the top 5 per cent and the bottom 5 per cent, the difference in years of disability-free life expectancy is 13 years.
