I am going to talk about that in my speech as well, but I want to respond directly to the hon. Gentleman. We do not always know how things will end, so the question is whether, when we are faced with the choices we face, it is better to take action or to stand aside. This is a really important point and we will be scrutinising the Government and the Prime Minister in coming weeks, looking for a clear strategy. I have looked back at the debate about Kosovo in 1999, which was led by Robin Cook, and people were making the same arguments then. The truth is that we did not know where things were going to end, but by taking action in Kosovo we saved the lives of tens of thousands of people.
