Does my hon. Friend agree that it is important not to pigeonhole the support from the Council of the League of Arab States? Its decision of 12 March called not only for a no-fly zone to be imposed, but for the establishment of"““safe areas in places exposed to shelling as a precautionary measure that allows the protection of the Libyan people and foreign nationals residing in the Libyan Arab Jamahiriya””." Does not that provide the important basis for United Nations resolution 1973 to take all necessary measures, including the bombardment, to protect civilians?
