I think I got the gist, Mr Havard. I will come to the cost in a moment, but I want first to point out that La Rance barrage in France, which is similar to the proposed Cardiff-Weston option, has been reliably generating tidal power for more than 35 years and will have a long and profitable life for many decades ahead. The Government gave the cost during a time of public spending cuts as a reason for abandoning Cardiff-Weston—this comes to the nub of the cost issues that have been raised—and the Secretary of State and the Minister have repeated that fiction this morning. It is entirely false, and potential developers have made it clear to me that they do not need any public money.
