UK Government's Energy Policy
Surely there is a problem here of David and Goliath. Wales has only 3 million people out of 60 million. Would the hon. Gentleman’s case not logically lead to 20 separate legislatures of 3 million people dotted around England? If not, it would be very unbalanced.
