The Budget
The Chief Secretary mentioned Barnett consequentials of £65 million and trumpeted that as some sort of good deal for Wales. Despite the fact that the Barnett formula costs Wales £300 million per annum, the housing revenue account subsidy scheme, although scrapped in England, continues to rob Welsh local authorities of £100 million per annum, and only last month the Treasury stole £385 million from the Welsh Assembly Government’s end-of-year flexibility. Does he regard that sequence as a good deal?
